I wouldn't go that far. I picked one of those at random and it had
legitimate updates. He added footer widgets or something to that effect.
Regardless, there is a difference between updates with fixes and changes
vs. updates of no substance. I've seen theme updates that were literally
nothing more than whitespace changes and reformatting. That's a bit on the
silly side of things.
On the plugins side, we've had people write automated scripts to bump their
version number or make whitespace changes in order to attempt to game the
recently updated list or download counts. When we find people doing that,
we put a stop to it with extreme prejudice. With themes, reviewers are
looking at every change, so we have the ability for the reviewers to
recognize when this is happening and just-say-no, as it were.
Use your best judgement, and don't be overly critical. You have the ability
to determine if a change is significant or not. Minor updates are still
updates, what concerns me are "non-updates". Hone those spam-detection
skills. :)
