[theme-reviewers] Is Blog.php is allowed in theme?

The blog template is the point I was making in the first place, where if you do *not* want the is_home or is_front_page events to execute, that is the only way to bypass that; which makes having a blog.php useful.

I'm confused as to where you're getting "blog.php template" from. It's not listed in the Template Hierarchy anywhere.
And yes, failure to set those options can give incorrect results. Like I said, consider this a core bug if you like, but those settings must be set completely or not-at all for correct results.

Really don’t like the idea of “failed to set it up completely”; plethora amount of users do not see that as how it is either – there’s no warning or contextual help to say otherwise anywhere.
