[theme-reviewers] Managing the Accessibility-Ready tag

Its the way it is probably because not everyone can do the accessibility
review and themes with that tag will be stuck in queue forever.
If we can CC you to do the accessibility review part then maybe we can have
the theme pass that test first before going live.
