[theme-reviewers] Plugin install within theme

See the previous discussion thread on this one. I'm (personally) very much
against bundling stand-alone Plugins with Themes. We are *Theme* reviewers,
not *Plugin* reviewers, and I think it is unfair and unwise to ask Theme
reviewers to review/approve Plugin code.

(A similar argument regarding an *integrated* Plugin: there are very few
such integrated Plugins that would not fall into Plugin territory; and even
with appropriately integrated Plugins - such as, say, WP PageNavi - that
integration has to be done properly, so as not to cause problems should the
user have the integrated Plugin already installed/activated.)

On the other hand: providing a script to facilitate installation of a
Plugin hosted on WPORG is perfectly acceptable.
