[theme-reviewers] Plugin install within theme

The two statements left me a little baffled.
One states "and not bundled with the theme" and the other "*must* be installed from the WPORG directory".
Does this mean that the plugin can not be included in say a sub folder of the theme but has to be uploaded to WPORG first? Or by "not bundled" mean not integrated in the theme?
