[theme-reviewers] License clarification

These are obviously GPL-incompatible restrictions:

*Don’t redistribute these, the set may not be resold or sublicensed.*


Simply being free for personal or commercial use is not sufficient.

Remember: the GPL is silent on usage. It protects rights of modification
and re/distribution.
