[theme-reviewers] Plugins within Themes

LESS to CSS is probably okay, if integrated properly, given that it is a
useful way to override Theme CSS.

Options Framework has a library for use in Themes, and should be used in
place of the required Plugin.

Drag-and-drop featured image is clearly site (admin) functionality, and as
such is Plugin territory. (It has zero impact on display of user content.)
