[theme-reviewers] Theme cleanup

Hello!

I'm reviewing a theme, which has a couple of "clean up" functions, and I'd
like to know if those are allowed:
- Clean up output of stylesheet <link> tags
- Redirects search results from /?s=query to /search/query/, converts %20
to +
- Remove unnecessary self-closing tags on get_avatar(),
post_thumbnail_html()
- Fix for empty search queries redirecting to home page
- Don't return the default description in the RSS feed if it hasn't been
changed
