[theme-reviewers] Can Options Framework be included with the theme?

That reviewer's comment is not only incorrect, it is the *exact opposite*
of correct. Themes should use the framework version of Options Framework,
bundled and bootstrapped in the Theme, rather than requiring users to
install a separate Plugin in order to use Theme options.
