[theme-reviewers] Featured Themes

Hi Emil.

I think apart from just look and feel a few more factors should be
considered which are as below :

1.  Themes which has LESS open tickets/fast support response.
Advantage : All the theme authors will take care of the tickets raised on
their theme promptly.

2. Theme Authors' contribution QUALITITATIVE and QUANTITATIVE both to the
WPTRT.
Advantage : More QUALITY and more speedy reviews will be the result.

3. There MUST be atleast 50% featured themes from the developers who never
got chance to get their themes' featured.
Advantage : New theme developers will work more on quality assurance.

There may be some other factors as well. But FEATURING a theme can be a way
to encourage WPTRT or the new theme developers who develop quality theme
and/or  adding value to the WordPress.org and hence this should be handled
wisely and not randomly :-)
