I think apart from just look and feel a few more factors should be considered
which are as below :<br>

1. Themes which has LESS open tickets/fast support response.<br>
<b>Advantage : All the theme authors will take care of the tickets raised on
their theme promptly.</b><br>
<br>
2. Theme Authors' contribution QUALITITATIVE and QUANTITATIVE both to the
WPTRT.<br>
<b>Advantage : More QUALITY and more speedy reviews will be the result.</b><br>
<br>
3. There MUST be atleast 50% featured themes from the developers who never got
chance to get their themes' featured.<br>
<b>Advantage : New theme developers will work more on quality assurance.<br>
<br>
</b>There may be some other factors as well. But FEATURING a theme can be a way
to encourage WPTRT or the new theme developers who develop quality theme and/or
adding value to the WordPress.org and hence this should be handled wisely
and not randomly :-)<br>
