[theme-reviewers] Are "page templates" allowed ?

Custom page templates are not inherently allowed or prohibited; it depends
on the purpose of the custom page template. A custom page template that
includes only *presentation* of user content (such as a featured content
page template, an "archives" layout, etc.) is fine. Contact forms are
Plugin territory, since they are functional, rather than presentational.
