[theme-reviewers] GPL and limiting usage

I am not talking about "support"

Basically i am talking about usage. My question & concern was usage.
Basically they are restricting *usage*.

http://headwaythemes.com/pricing/ says:

http://www.pagelines.com/pricing/ says:

I am pretty sure you cant use their themes on multi site because they
have* License
Key *system. I understand and accept they can restrict support for each
license but they are basically restricting *usage*. Why all people here
keeping saying support while i am asking usage restriction?

and 3th time i am repeating my simple question:

Can we really restrict a GPL theme *usage*? or are they mis-information on
purpose?
