[theme-reviewers] GPL and limiting usage

I am inspecting commercial examples in
http://wordpress.org/themes/commercial/ but i see some restricts on GPL
theme usages..

http://headwaythemes.com/pricing/
http://www.pagelines.com/pricing/


Am i missing something? or can we really restrict a GPL theme usage? or are
they mis-information on purpose?
