[theme-reviewers] dynamic_sidebar() failed upload

I was trying to upload a theme, but it didn't make it past the automated 
test.   The message was: "The theme appears to use register_sidebar() 
but no dynamic_sidebar() was found".

The reason for this is that the framework in use does have a call to 
register_sidebar() in its files, but I'm not using that particular bit 
of functionality.

Also, this fail message doesn't show up in the Theme Check plugin.
