No, actually, it's not.

The GPL specifically grants the right of redistribution, and yes, even
of resale. You can't really say that it's licensed under the GPL and
then disallow things that the GPL grants without contradicting
yourself.

Yes, actually, you can. That's what the GPL means. Those are the exact
rights the copyright holder is granting to you under the terms of the
GPL. The terms of the GPL grant the right of redistribution. The terms
of the GPL allow for reselling the product. Anybody can take GPL'd
code and sell it as they please.
