[theme-reviewers] GPL and limiting usage

@Otto, i understand code is GPL because author shared code & licensed as
GPL..
This is basically a different way of paywall that we discussing here right?
And its not 1 time fee, its a monthly and code becomes useless when you
dont pay..
Forget GPL.. why that type of paywall is allowing?
