[theme-reviewers] theme update tickets queue keep too long

I would prefer to "spread the love" with Featured Theme nominations.
Remember: this is supposed to be a fun, positive incentive; not a means
unto itself.
That the Priority #1 queue is now getting ignored is a major problem,
because that means that *end users* using those Themes are now being
disadvantaged, by having to wait longer for updates to Themes currently in
use.
