This is exactly the point of the incentive program, if you want your theme
featured then the idea is that you'll put the time in reviewing themes to
have a chance at a featured spot. Hence more people will be reviewing and
at a quicker and higher rate and the system will work more efficiently.

That's not to say that people wouldn't volunteer their time anyways, but
some of us have day jobs and a million other responsibilities and having
some incentive for putting time aside for reviewing really does work.
There's really nothing unfair about the system. You either work hard on
your theme making it amazing enough to be featured organically or you put
the time in reviewing to earn a spot.

I don't think there should be a system that just goes through all 2k themes
in order to feature them all at some point. Many themes are completely
abandoned.
