[theme-reviewers] place holder images

I would assert that the "terms" are invalid, void, and legally
unenforceable<http://pixabay.com/en/service/terms/>.
The images are public domain. Pixaby does not hold copyright on the images,
and therefore has no legal authority to restrict usage.

Whether you choose to challenge those terms or not is up to you, but the
images themselves are public domain (CC0), and as such would be acceptable
for use in Themes.
