[theme-reviewers] Links on author/theme URL to non-GPL themes

Before ThemeForest/Envato allowed developers to release Themes under GPL,
all ThemeForest Themes were not GPL-compatible, and therefore we had a
blanket restriction against ThemeForest links.
But that changed once ThemeForest/Envato added a 100% GPL license option.
Now, as long as TF links are to 100% GPL-licensed Themes, such links are
fine. (Links to TF Themes under licenses other than 100% GPL are still not
allowed.)
