[theme-reviewers] Links on author/theme URL to non-GPL themes

I don't think it's harsh at all. We should respect GPL not just to the  
letter of the license, but also the message. ThemeForest has exploited  
GPL, and therefore any links to them or another company promoting  
non-GPL WordPress Themes or other products should not be allowed.
