[theme-reviewers] Asking users to review the theme

I think the "out of nowhere" approach is even *more* obtrusive, even *more*
distracting, and an even *worse* user experience. I would rate such a Theme
as "1 star" merely for treating my admin area so rudely, and then
immediately switch to a different Theme.
