[theme-reviewers] Regarding the AGPL license

According to GNU, this license is compatible with GPL v3. But, I feel that it isn't because, it has the restriction that the user can not modify the content. 
Basically, I am reviewing a theme which user has released under the AGPL v3 license. Is that fine, or should I ask him to switch to GPL?
