[theme-reviewers] Assign ticket and few questions

Paginated navigation is definitely *Theme* territory, as it is
presentational. (Though it is also fine to integrate support for pagination
Plugins, such as WP PageNavi.) Normally, Themes will use paginate_links(),
which all but requires being used within a wrapper function to
control/define the output.

If a developer doesn't appear to be putting in a sincere effort to resolve
review comments, then just close the ticket as "not approved", and move on
to a different ticket. There are plenty of developers who are more than
willing to work with reviewers to get their Theme through the review
process and ultimately approved.
