[theme-reviewers] Clarification on non-GPL themes on Author/ThemeURI

@Emil- I closed all of this developer's themes 2 weeks ago, per Chip's
instructions. They submitted a new round of tickets and their themes are
still listed. I've been getting daily comments on tickets (mainly this one)
from them for the last three days trying to explain that the themes in the
repository are gpl2 licensed and the new tickets have a link to
a different subpage of the same site. I've been trying to explain that all
fo their themes must have a gpl-compatible license and if they disagree
they should join this list and make a case for a new policy. It's getting
rather old.
