[theme-reviewers] Removing core features

I think it's a very good direction.
Maybe a starter to standarize / get the most common/best options to be included in core/plugin from wordpress (com) e.g. Jetpack.

For example: 
Logo uploader (not header), favicon upload, and layout options (I col - 3 col, etc).
(I even can see this options included in the core as theme mod or something)

IMO, This is a basic things a site need and yet wp core/wp com have not decided the best practice yet (?)
