[theme-reviewers] Removing core features

Thanks, that about sums up what I needed clarification on.

However, the one thing still unclear is that the reason I brought up the
SEO point, *is* because many free themes *do* offer such functionality.

I'm guessing that was something that was either phased out or slipped by
many reviewers? Since it's so common I assumed it was acceptable which is
one good reason why this rule seemed so contradictory before.
