[theme-reviewers] Testing with WP_DEBUG & Theme Deactivation

Good morning, Reviewers!

Just a couple quick comments, from recent review observations:

1) Be sure to perform Theme reviews with WP_DEBUG enabled at all times -
for Admin and front-end observation of any PHP debug output.

2) Be sure to complete the review all the way through Theme *deactivation*.
Some Themes will throw errors that only appear when switching to a
different Theme.
