[theme-reviewers] Submitting themes based on existing themes, about child themes

What Doug said, and to be more specific: only the owner of a Theme should
ever submit that Theme to be included in the Theme directory, whether that
Theme is free or commercial. Not only will such a submission be rejected,
anyone found to be submitting Themes belonging to others runs a very high
risk of being banned outright.
