[theme-reviewers] A Couple of Things

Good morning, Theme Reviewers!

A couple of points to keep in mind when reviewing Themes (these came up
recently):

1. Please be sure to verify the applicability of keyword tags in style.css.
For example, if a Theme claims "custom-background", please ensure that the
feature is implemented, and that it is implemented using the core method
(add_theme_support( 'custom-background' ).

2. If you review a currently approved Theme, and find a show-stopper issue
(such as a GPL licensing incompatibility), please CC one of the admins
(chipbennett, emiluzelac, cais) on the ticket, as such a Theme will need to
be suspended in Extend until the issue is resolved.
