Apologies for the roughness of the draft. I've still yet to fill in some 
parts of it. What  I would like to do is get the a11y group's feedback 
on the completed section, then throw it open to you guys for comments. 
What I don't want to do is make any of this intimidating for new theme 
devs. Even if they can't cope with all of it, any a11y features they do 
incorporate will help.

I also want to ensure that the final document is as clear and supportive 
as possible - which is where you guys come in. If I'm not being clear 
enough, using a11y jargon or not providing suitable examples, let me 
know and I'll do what I can.
