[theme-reviewers] Tinymce button that only adds css codes.. still plugin territory?

I think this is what he means :

.bluebutton { }
.redbutton { }
can be defined in stylesheet, but user has to enter <a href="#"
class="bluebutton">Cute kittens here</a>
most users can't do that as they don't know how to do it, but they can
click on the mce buttons, select a button and fill link text and anchor.
Sure when the user switches themes, the beautiful buttons will become
ordinary links inheriting the styles of a tag in the new theme.
