Remove any header lines if they have no info or are otherwise blank.
Theme check is detecting this as a duplicate, and that isn't entirely
inaccurate in this case, however there's no need to have blank header
lines and considering that core will read these blank lines and thus
take a (tiny) amount of processing time to do so, it's best to remove
them.
