[theme-reviewers] Credit links in footer

Could anyone explain this one to me please:

If used, credit-link removal options are required to be opt-in (i.e. disabled by default, rather than enabled)

Is that means that if a theme is using credit link in the footer lets say something like:

Foo Theme By: Foos  - Powered by: WordPress
>( Where Foo is a link to the author URI and WordPress is a link to wordpress.org )
