[theme-reviewers] Is there an official stance on shortcodes in themes?

Custom post types are considered "Plugin Territory", though special-case
Themes can be considered on a case-by-case basis.

The appropriateness of post custom meta depends on the nature of the
metadata. For example, metadata to define a per-post layout would be fine,
but metadata for "current mood", etc. would be Plugin Territory.
