[theme-reviewers] Specialty themes?

This one actually passes theme-check, but he did it with trickery
instead of asking for a special case. See

I'm okay with not-approving it based on that, but I wanted to bring it
up here to get some opinions on whether it should be allowed in as a
special-case.
