[theme-reviewers] Specialty themes?

As discussed on the list previously, we do accept special-case Themes.
(That's what the uploader whitelist is for: allowing pre-approved "special
cases" to bypass the uploader checks, so that the Theme can be reviewed.)

Special-case Themes should be discussed here on the list first, so that we
can make note of it, and pre-approve the special case.
