Thanks, that's what I needed to know.

Your first response was "I don't feel like doing that." which clearly
requires follow up.

Now, you're setting the rule:

*If someone uploads a theme to the review process whether they ever
actually finish the theme and get the theme approved or not, that name is
now gone forever.*

A rule that must go for everyone. This is the clarity I needed to be sure
on.
