If the tickets in question don't have a link to the newer ticket, then
sometimes such tickets will get closed as "not-approved" rather than as
"newer-version-uploaded". It is the responsibility of the Theme developer
to add the comment with a link to the newer ticket, in order to maintain
their place in the queue.

That said: a ticket should not be closed, period, until it is being
reviewed. A reviewer closing a ticket as "newer-version-uploaded" should
only do so when subsequently claiming that newer ticket, for review. The
only exception is for "newer version, consecutive ticket", which we
sometimes close as a matter of housekeeping, if doing so has no impact on
the Theme's place in the queue.

I'll put something together and add it to  Make/themes.
