[theme-reviewers] Why no REM on theme 2013 please?

I am working on a theme based on 2013 theme, and wonder why "rem" is not
used on 2013 theme?

Thinking back time, all the talking about the advantage of using rem on
2012 theme.

I also noticed the navigation menu is improved, more similar to
Bootstrap framework, which has a better menu structure in my opinions.
