[theme-reviewers] Sidebars/Widgets Aren't Required...

If we removed the requirement, then shouldn't we also get the upload check
(Theme Check) modified?

I think sidebars should still be RECOMMENDED (or at worst an INFO check). I
do not have any issue with sidebars not being supported just cannot think
of a common use-case. There are obviously some niche use-cases and that is
why I think it should at least show as a RECOMMENDED item.
