[theme-reviewers] Theme 2-Step Activation

Themes should work out-of-the-box, Theme options and all. Regarding Theme
options,  I would invoke the Otto Rule here: use sane defaults. Don't
require the user to *have* to configure settings in order for the Theme to
work.
