[theme-reviewers] "Public facing" text should not mean the back end, only the front end

+1 for enforcing back-end translation.

Everyone kinda guesses that a front-end "comments" link might be the same
as "comentários" or 'Kommetaren" but that gets increasingly difficult when
non-english natives have to guess how to use the different nuts and bolts
on the back-end. Particularly if they are so complex that the author
himself needs to write lots of text to explain it in english.
