[theme-reviewers] Licensing question

I'm not really sure about this, but since the CC-BY does not have the SA (share-alike) requirement, technically it's not required to be redistributed under the same license but only attributed as the author requests. I don't see the use of the share-alike requirement in the other license  otherwise. I'm not sure I'm interpreting this correctly, just bringing in front something I observed.
