Or is this one of those ‘best wishes’ scenarios that are made up on the fly to keep the potential problem’s from arising?

Cause between you and me, someone should tell all those people that did that with Plugins that they shouldn’t have and shame on them.

  If Jane Doe releases a Theme and gets included in WPORG, John Doe just cannot download the Theme, do some improvements, change the name and re-release it. 

  This would probably be all right if PageLines gives John Doe full blessing.
