[theme-reviewers] Capital doctype?

Hi list,

I just read <http://themes.trac.wordpress.org/ticket/7786#comment:2> and  
there is a note I don't understand:

> • DOCTYPE write in capital letter

Is this a requirement? Why?
<http://codex.wordpress.org/Theme_Review#Doctype_Declaration> doesn't  
mention capitalization.

<http://www.whatwg.org/specs/web-apps/current-work/multipage/syntax.html#the-doctype>
states:

> A DOCTYPE must consist of the following components, in this order:
>   1. A string that is an ASCII case-insensitive match for the string  
> "<!DOCTYPE".

and again:

> Note: In other words, <!DOCTYPE html>, case-insensitively.

I am not aware of any browser issues with capitalization.

The only real (and very subtle) effect is that <!doctype html> may result  
in smaller files when gzip compression is used because the algorithm works  
case-sensitive and can "re-use" letters.
