The license is not in the download file, but rather on the site

http://icondock.com/free/vector-social-media-icons

The top of that page says the icon are by IconDock, so that would mean they
are the owner.

There is no license in the download, just a link back to the same page, as
well as a reiteration of authorship by IconDock. (They also have a black
and white set linked from that page.)

At the bottom of the page, just above the Download button, they have the
license:

License Info

Free to use for whatever purposes. If you use these icons, an optional link
to http://icondock.com would be appreciated. Thank you.

Note: the company logos in the icons are copyright of their respective
owners.

I think it is always understood that most social sites own the logo, but
would be unlikely to stop any one from driving traffic to their site. That
is an issue unrelated to the icon set, I think.
