[theme-reviewers] Review of Child Themes?

First, Child-Themes are currently being reviewed and accepted into the
repository, but the following are part of the Child-Theme approval process:

   - The Parent-Theme must be available from the Extend repository; and,
   - The Parent-Theme must meet current guidelines

In this case, the Parent-Theme has not been updated in over two years and
as such it can be expected that it will not meet current guidelines. Please
advise the Child-Theme author the above two points are vital to a
Child-Theme being included in the repository and as such this submission
cannot be approved at this time.
