[theme-reviewers] Theme Submission

Because I was told to respond to the ticket or send a mail to the mailing list.

Please make it clear in other places that in-ticket is preferred to the mailing
list. This is the first time I've seen that. It would have been helpful to know

before I already repeated the question.
